Although there is a common perception that refugee situations are a temporary phenomenon, it has become clear that protracted refugee situations are not exceptions, but are instead quickly becoming the norm. In many protracted refugee situations, the displaced communities are confined to camps, where they have little freedom of movement and have few opportunities to establish sustainable livelihoods.
