Water Charges

Introduction

A charge can be defined as a ‘price’ paid on the use of the environment (HELMER & HESPANHOL 1997). As a type of [7326-water pricing], water charges can be related to both the use as well as the [7609-pollution] of water. Besides their cost recovery element, they may also include demand management (see also [7289-water resources assessment], [7290-water balance estimation], [7324-demand creation], [7323-water allocation], [7160-tradable water rights], [7156-subsidies], and [7326-water pricing]) to stimulate certain behaviour (SAVENIJE & VAN DER ZANG 2002).
