ضمان التشغيل والصيانة على المدى الطويل

تواجه مشاريع المياه والصرف الصحي عامة أخطر مشاكلها مع التشغيل والصيانة ومع جوانب استرداد التكاليف. وتظهر مئات المشاريع في جميع أنحاء العالم كيف تتدهور البنية التحتية التي بنيت حديثًا بعد انتهاء المشروع. لذلك، لا بد من التخطيط للتشغيل والصيانة، مع انسحاب مخطط له للدعم الخارجي فى الوقت الذى تُبنى فيه الملكية المحلية.

لا بد من توجيه أنشطة التشغيل والصيانة، التي لا تشمل المسائل التقنية فحسب، بل تشمل أيضا المسائل الإدارية والاجتماعية والمالية والمؤسسية ، نحو إزالة أو تقليص القيود الرئيسية التي تحول دون تحقيق الاستدامة (BRIKKE 2000). ويشكل التشغيل والصيانة عنصرًا حاسمًا في الاستدامة، وهو سبب متكرر لفشل مرافق خدمات الإمداد بالمياه والمرافق الصحية في الماضي.  حيث أن العديد من حالات الإخفاق ليست تقنية.  وقد تنتج عن سوء التخطيط، أو عدم كفاية استرداد التكاليف، أو عدم كفاية التواصل مع  الهئيات المركزية في مجال التوعية (LSHTM/WEDC 1998).

وقد تم إهمال التشغيل والصيانة في الماضي، أو لم تتم مناقشته وإدخاله إلا بعد الانتهاء من المشروع. وقد أثر هذا الإهمال أو التأخیر في تطبیق التشغیل والصیانة سلبًا علی مصداقیة الاستثمارات وعملیات الخدمات ورفاهية السکان الریفیین وتطویر مشاریع أخرى. ومع ذلك، فقد توضحت أهمية التشغيل والصيانة على مدى السنوات القليلة الماضية، ويبدو أن واضعي السياسات ومصممي المشاريع أصبحوا الآن أكثر وعيًا بالروابط المباشرة بين ممارسات التشغيل والصيانة المحسنة واستدامة إمدادات المياه وخدمات الصرف الصحي.  وهناك أيضًا اعتراف أكبر بالحاجة إلى تناول هذه المشاريع بطريقة شاملة، مع التشديد ليس فقط على التصميم والبناء بل أيضًا على أنشطة ما بعد التشييد (BRIKKE 2000)

Operation and maintenance (O&M) activities, which encompass not only technical issues, but also managerial, social, financial and institutional issues, must be directed towards the elimination or reduction of the major constraints which prevent the achievement of sustainability (BRIKKE 2000). Operation and maintenance is a crucial element of sustainability, and a frequent cause of failure of water supply and sanitation service facilities in the past. Many failures are not technical ones. They may result from poor planning, inadequate cost recovery, or the outreach inadequacies of centralised agencies (DFID 1998).

Operation and maintenance has been neglected in the past, or been discussed and introduced only after a project was completed. This neglect or delay in applying proper operation and maintenance has adversely affected the credibility of the investments made, the functioning of the services, the well-being of rural populations, and the development of further projects. However, the importance of O&M has gained considerable visibility over the past few years, and it appears that policy-makers and project designers are now more conscious of the direct links between improved O&M practices and the sustainability of water supply and sanitation services. There is also greater recognition of the need to approach these projects in a comprehensive way, emphasising not only the design and construction but also post-construction activities (BRIKKE 2000).

تعريف التشغيل والصيانة

يشير التشغيل والصيانة إلى جميع الأنشطة اللازمة لتشغيل مخطط للإمداد بالمياه والصرف الصحي، باستثناء إنشاء مرافق جديدة.  والهدف العام للتشغيل والصيانة هو ضمان كفاءة وفعالية و[ 2164-استدامة ] مرافق إمدادات المياه والصرف الصحي (CASTRO 2009).

 

يختلف نشاطي "التشغيل " و "الصيانة" جدًا  في الطبيعة.

. ويشير التشغيل إلى إمكانية وصول المستخدم مباشرة إلى النظام (مثل تشغيل المضخة اليدوية)، وإلى أنشطة أي من موظفي التشغيل (مثل مشغلي المضخات الآلية)، وإلى القواعد أو اللوائح الداخلية التي يمكن وضعها لتحكم من يمكنهم الوصول إلى النظام، ومتى، وتحت أي ظروف. ومن ناحية أخرى، فإن الصيانة تتعلق بالأنشطة الفنية، المخطط لها أو المتفاعلة، والتي يلزم إجراؤها للحفاظ على عمل النظام. وتتطلب الصيانة المهارات والأدوات وقطع الغيار (CARTER 2009). ويمكن تصنيف الصيانة على النحو التالي (مقتبس من CASTRO 2009):

الصيانة التفاعلية: التفاعل مع أزمة أو شكاوى عامة؛ ويحدث ذلك عادة نتيجة الفشل وعطل أو انهيار المعدات.  ومن أجل ضمان الصيانة الروتينية وصحة النظام، يلتزم الفني بالفحص الروتيني. سيحتاج مدير المشروع إلى التأكد من أن الفني يقوم بعمله. وفي حالة القيام به بشكل صحيح وعلى جدول منتظم، فإن التدابير الوقائية يمكنها أن تقلل من مخاطر الإصلاحات باهظة الثمن. ويتمثل مفتاح ضمان فعالية صيانة المعدات في التأكد من أن المسؤوليات محددة بوضوح وأن موظفي الصيانة لديهم الأدوات والمهارات اللازمة للقيام بعملهم بفعالية.  ومن الضروري أيضًا جدولة الصيانة الوقائية.

 

التصميم للتشغيل والصيانة

وتعتبر سهولة تشغيل وصيانة المرفق أمرًا أساسيًا في استدامته ويجب أن تولى اهتمامًًا دقيقا في التصميم.   تعد بعض أمور التشغيل والصيانة مرتبطة بمواقع محددة، لكن المشاريع الحضرية والريفية تختلف بشكل جوهري في تعقيد التكنولوجيات المستخدمة. ففي المناطق الريفية، يعتبر مفهوم إدارة التشغيل والصيانة على مستوى القرية هو الفلسفة التي اكتسبت الاستحسان على مر السنين. يقيد منهج إدارة التشغيل والصيانة على مستوى القرية خيارات التكنولوجيا لتلك التي يمكن تشغيلها وصيانتها داخل المجتمع الذي يهدف من أجله التدخل.  وفي المناطق الحضرية، حيث ستكون نظم الإمداد أكثر تعقيدًا بشكل عام، سيشكل التصميم والتكنولوجيا المختارة متطلبات التشغيل والصيانة على المدى الطويل. وعند تصميم نظام إمدادات المياه أو شبكات الصرف الصحي، يجب على المهندس، على سبيل المثال، أن يأخذ في الاعتبار عوامل التشغيل والصيانة، مثل توافر المواد الكيميائية اللازمة للمعالجة وقطع الغيار والمعدات، وموثوقية إمدادات الطاقة، والمهارات والقدرات للقيام بعمليات التشغيل والصيانة.

إن توحيد المعدات وقطع الغيار والتصاميم وأساليب البناء، وما إلى ذلك، له العديد من الفوائد: يكون التصميم أبسط. يتم إجراء الاختيارات من مجموعة محدودة من الخيارات. وعلى المدى القصير، قد يؤدي ذلك إلى زيادة تكاليف البناء بشكل هامشي حيث قد لا تكون التصاميم القياسية مناسبة تمامًا للحالة .   ولكنه يتطلب مستويات مهارة أقل في عملية التصميم، ويحسن البناء المتكرر لنفس العنصر من الجودة.  التشغيل والصيانة تُفيد أيضًا: يؤدي تحديد نطاق قطع الغيار إلى زيادة كمية كل عنصر مطلوب (أي عدد أكثر من عدد قليل من العناصر وليس عدد أقل من الكثير من العناصر). ويشجع ذلك التصنيع المحلي لأن النطاق المحدود يقلل من تكاليف بدء التشغيل وزيادة الكمية يحسن الارباح.  ويقلل التوحيد القياسي أيضًا من عدد المهارات المطلوبة لتثبيت وصيانة قطعة المعدات، مما يزيد من احتمال قدرة الحرفيين المحليين على القيام بالعمل.

يحتاج البرنامج إلى تدريب مماثل، ولكن على مستوى أكثر تقدمًا، حيث قد يكون عليهم تدريب المجتمعات المشاركة (EAWAG 2005).  ويلزم تدريب الفنيين المحليين ومقدمي الرعاية من أجل التشغيل السليم للبنية التحتية الجديدة. وفي هذه الحالة، فان التدريب العملي المباشر مرغوب لضمان الفهم الكامل والآثار المترتبة على النظام الجديد. وينبغي أيضًا تدريب المشغلين الخصوصيين أو الشركات الهندسية المحلية، التي ستتولى رعاية صيانة الأنظمة، على نوع أنشطة الصيانة التي يتعين الاضطلاع بها دوريًا.

Business models for delegated management of local water services: experience from Naivasha (Kenya)

This Topic Brief describes a business model for delegated management of local water services, recently developed with WSUP support in the Kenyan Rift Valley town of Naivasha. This business model is designed to ensure affordable but high-quality services for consumers, profitability for the operators, and sufficient revenues for sustainable asset maintenance.

This document and the training activities described in it are intended for managers and planners and contain information on how to implement effective operation and maintenance of rural water supply and sanitation services in developing countries. Sustainable Community Management of Urban Water and Sanitation Schemes (A Training Manual)

The aim of this capacity building programme is to improve the efficiency and positive impact of urban, community-managed water and sanitation schemes. The manual covers technical issues such as operations and maintenance activities, but also has a strong focus on institutional, managerial and financial issues. The seven modules are meant to equip communities with the tools to eliminate or reduce the major constraints in managing infrastructure and providing services. The manual also aims to clarify the roles and responsibilities of all stakeholders. It was written for a development setting but still contains relevant training methodologies and information in humanitarian crises situations.
